I went for an H-1B visa stamping at the U.S. Consulate in Toronto, Canada, in November 2012. This was my first H-1B visa stamping. I wanted to share my experience with you and hope that it will be helpful in providing some insight into the entire process.

A. STATUTORY NUMBERS
New fee allows USCIS to recover the costs of processing immigrant visas after individuals receive their visa packages from the Department of State abroad
This policy memorandum (PM) provides guidance relating to certain U-3 derivative nonimmigrant petitions that are being held for final adjudication or have had their prior approvals limited in time due to the derivative aging-out.

U.S. Ambassador to Canada David Jacobson and the Canadian Minister of Citizenship, Immigration and Multiculturalism Jason Kenney signed a U.S.-Canada Visa and Immigration Information-Sharing Agreement on December 13, 2012.
USCIS reports that as of April 15, 2010, approximately 13,600 H-1B cap-subject petitions had been filed. They have approved 5,800 H-1B petitions for advanced degree professionals.
As of Monday, April 5, 2010, Vermont Service Center had received a total of 9,525 quota H-1B petitions. 6,791 were bachelor's, and 2,734 were advanced degree. All cases received before April 7, 2010, will get an April 7, 2010 receipt date. Those received on April 7, 2010 or later will have the actual receipt date. For those submitted for Premium Processing, the clock will start on April 7, 2010.
